Congo M23 rebels say withdrawing forces

GOMA, Democratic Republic of Congo (Reuters) - Rebels in eastern Democratic Republic of Congo have started withdrawing from towns captured since last week from government troops, following a deal brokered by Uganda, their military leader said on Wednesday.

Such a pull-out would mean the M23 rebel group was giving up gains from a lightning offensive carried out in the past week, but there was no indication they were ending their eight-month-old insurgency.

The rebellion, which U.N. experts say is backed by neighboring Rwanda, has raised the risk of all-out war in a borderlands region dogged by nearly two decades of conflict that has killed about 5 million people and is fuelled by competition over mineral resources.

"We're leaving Sake, we're leaving Masisi," Sultani Makenga told Reuters in rebel-held Goma, the provincial capital of North Kivu. "Goma will be later," he said, adding fighters would eventually pull back 20 km from the city.

"We want peace," Makenga said. "We're prepared for the return of government troops, they're going to come ... But if Kabila's troops harass the people we're prepared to come back in, we're just around the corner," he said.

Ugandan military chief Aronda Nyakayirima said on Tuesday after a meeting with Makenga that M23 had agreed to withdraw from Goma unconditionally. But M23's political leader Jean Marie Runiga initially cast doubt on the deal, saying the pull-out was contingent on a list of demands - including direct talks with President Joseph Kabila.

The mixed messages from Makenga and Runiga could be a sign of divisions within the movement, according to analyst Jason Stearns at independent think-tank the Rift Valley Institute.

"This is a military movement with a political wing created post facto ... it's undermined internal cohesion," he said.

Makenga told Reuters his decision to withdraw forces from Goma was made before the meeting with Uganda's army chief in Kampala, but Stearns believes M23 may be coming under external pressure given the storm of protest from regional powers caused by the rebel capture of Goma.

"The future of M23 depends on the diplomatic dance between donors, countries in the region and Kigali," Stearns said.

The rebels seized Goma on November20 after Congolese soldiers withdrew and U.N. peacekeepers gave up defending the city. U.N. experts say Rwanda, Congo's small but militarily powerful eastern neighbor, is giving orders to the rebels and supplying arms and recruits, a charge denied by Rwanda.

The Congolese army was skeptical about any M23 withdrawal.

"Let's see how things evolve, we'll see whether they're doing this in good faith or not ... Nothing has changed, we're still in our positions," Colonel Olivier Hamuli, spokesman for the FARDC army said.

About 100 people gathered in rain in Goma on Wednesday to protest against the possible return of government troops, marching to the U.N. offices to deliver a memo.

"When the government troops were here before we had no peace, now as we welcomed M23, we think they'll cause even more problems than before," protester Alain Safari said.

Makenga said rebel forces would withdraw to about 20 km of Goma, leaving a company of 100 soldiers at the airport, and allowing government troops to return to the city.

According to the agreement in Uganda, government troops would return to Goma on Thursday, followed by a visit on Friday by regional defense chiefs.

The conflict in eastern Congo - which has big reserves of gold, tin and coltan, an ore of rare metals used in making mobile phones - has displaced 140,000 civilians according to the United Nations.

    Not just sexy Kim Jong-un: 5 times the Onion has fooled foreign media

    When the People's Daily, the Chinese Communist Party's official newspaper, took as straight news The Onion's declaration that stout North Korean dictator Kim Jong-un was 2012's "Sexiest Man Alive," it became the biggest foreign media outlet to be fooled by the satirical American newspaper. But it is not the first. Here are several other foreign news sites that took Onion fiction as newsworthy fact.

    The People's Daily: Kim Jong-un as 'Sexiest Man Alive'

    While North Korean leader Kim Jong-un has received a litany of titles (mostly from his own party and government), he has yet to be recognized by any Western media as a sex symbol. So one might think that when The Onion declared the "Pyongyang-bred heartthrob" its "Sexiest Man Alive" for 2012, readers would be suspicious of the article's seriousness. Certainly, the list of previous winners ? including Syrian dictator Bashar al-Assad, convicted conman Bernie Madoff, and Unabomber Ted Kaczynski ? suggested that the piece might be satirical.

    But that conclusion appears not to have been reached in the offices of the People's Daily. The Chinese Communist Party mouthpiece treated the article as a straight-laced story and heralded The Onion's "honor" of the stout North Korean dictator, complete with a 55-page photo gallery of Mr. Kim, presumably to capitalize on his physical charms. The Internet was highly amused.

    The Onion appreciated the Daily's efforts as well. Calling the Chinese paper its "proud Communist subsidiary," The Onion updated its original story to recommend that readers read the Daily's "exemplary reportage" on the Kim honor.

    The People's Daily has since removed the story from its website.

    Iran's Fars news agency: Rural Americans prefer Ahmadinejad to Obama

    With Iran's economy struggling under US and European sanctions, US President Barack Obama ? who championed the sanctions' implementation ? has been none too popular in Tehran.

    Given that, the editors of Iran's semi-official news agency Fars must have been quite pleased when in late September, they found a news story in English reporting that 77 percent of rural white Americans would "rather vote for Iranian president Mahmoud Ahmadinejad than" Obama. Indeed, Fars reposted the story whole hog ? and without attribution ? on its website.

    It was, of course, an Onion article.

    Upon realizing their error, the Fars editors withdrew the article, replacing it with "our formal apologies for that mistake."

    The unnamed Fars editor-in-chief also noted, perhaps optimistically, that "Although it does not justify our mistake, we do believe that if a free opinion poll is conducted in the US, a majority of Americans would prefer anyone outside the US political system to President Barack Obama and American statesmen."

    Two Bangladeshi papers: Neil Armstrong convinced Moon landings were a hoax

    Neil Armstrong, as the first man on the Moon, is the last man you'd expect to call NASA's Moon missions a hoax. But that didn't stop two Bangladeshi newspapers, the Daily Manab Zamin and News Nation, from translating and printing an August 2009 Onion article that claimed Mr. Armstrong said just that.

    The Onion cited the fictional Armstrong as telling a press conference that after he read "a few hastily written paragraphs published" by a Moon-landing skeptic, he realized "I had been living a lie."

    "It has become painfully clear to me that on July 20, 1969, the Lunar Module under the control of my crew did not in fact travel 250,000 miles over eight days, touch down on the moon, and perform various experiments, ushering in a new era for humanity. Instead, the entire thing was filmed on a soundstage, most likely in New Mexico," he "said."

    The newspapers' editors later apologized for being fooled as easily as faux-Armstrong was.

    "We thought it was true so we printed it without checking," associate editor Hasanuzzuman Khan told the AFP news agency. "We didn't know the Onion was not a real news site."

    Denmark's TV 2: Sean Penn's outrage over not getting seanpenn@gmail.com

    Actor Sean Penn has a reputation for occasional angry, grandiose outbursts. That is, of course, the joke behind a 2006 Onion article, wherein Mr. Penn demands to know who took the "seanpenn@gmail.com" email address before he could.

    The Onion purported that Penn, in a sometimes salty 1,900-word open letter published in The Washington Post, asked whoever had the Gmail address at issue to "come forward immediately, rather than wallowing in the shame and ignominy of fraud."

    "Sir or madam, if only you could have seen the anger and revulsion that washed over my face as I found that SeanPenn@gmail.com, Penn@gmail.com, SPenn@gmail.com, Penn.Sean@gmail.com, and SeanPennRules@gmail.com had all been taken," Penn's letter read. "If only you could have felt my heart leap to my throat upon realizing that Seanpenn@gmail.com would not work either, as Gmail addresses are not case-senstitive. If only you could have heard my cry of anguish when, in a last, desperate move, I typed in Spicoli@gmail.com, only to be rejected once more and finally forced to accept the abomination that is Sean.Penn20061@gmail.com."

    Denmark's TV 2 took the story to be true, and printed an article in Danish on the subject, complete with a poll asking whether Penn was right to be angry. (The article has since been removed, but can still be seen on the Internet Archive.)

    To be fair to TV 2, they did list the story under their gossip section.

    Beijing Evening News: US Congress threatens to relocate if new capitol not built

    "Calling the current U.S. Capitol 'inadequate and obsolete,' Congress will relocate to Charlotte or Memphis if its demands for a new, state-of-the-art facility are not met," The Onion wrote in May 2002.

    "Don't get us wrong: We love the drafty old building," Speaker of the House Dennis Hastert (R-IL) said. "But the hard reality is, it's no longer suitable for a world-class legislative branch. The sight lines are bad, there aren't enough concession stands or bathrooms, and the parking is miserable. It hurts to say, but the capitol's time has come and gone."

    It is likely that the editors of the Beijing Evening News did not recognize the article's reference to US professional sports franchises' demands for new stadiums. But one might think that the illustration of a proposed new capitol building with a retractable dome would suggest something odd about the Onion article.

    It did not. The Evening News published the story as real. And initially, even when told the story was satire, the Chinese paper's international news editor "ruled out a correction, challenging a [Los Angeles] Times reporter to prove that the story was false."

    The Evening News did realize its error a week later, and apologized for its mistake, though it still seemed not to understand The Onion's satirical nature.

    "Some small American newspapers frequently fabricate offbeat news to trick people into noticing them, with the aim of making money," the paper said. "This is what the Onion does."

    ... and US domestic media have been duped, too.

    It would be unfair to single out foreign media as the only victims of The Onion's straight-faced wit, since the US media have fallen for its stories as well.

    In 2010, Fox News' Fox Nation subsite treated an Onion story entitled "Frustrated Obama Sends Nation Rambling 75,000-Word E-Mail" as fact ? as did numerous commenters on the story, according to Mediaite.

    In 2004, MSNBC's Deborah Norville cited a new study as saying "58 percent of all the exercise done in America is broadcast on television. For instance, of the 3.5 billion sit-ups done during 2003, two million, 30,000 of them were on exercise shows on Lifetime or one of the ESPN channels." That study was, naturally, an Onion invention.

    And The Onion continues to fool readers every day, as the Literally Unbelievable website reveals.

    The Monitor is not presently aware of having treated a story from The Onion as factual. But The Onion's writers are quite clever, so the possibility can't be ruled out.

    Followers of this diet get hooked up to an IV drip rich in vitamins like B, C, magnesium and calcium, a misguided principle given that the best sources of nutrients are in fiber-rich foods. Side effects can include dizziness, infection, inflammation and anaphylactic shock.

    The Ketogenic Enteral Nutrition Diet or KEN
    For 10 days, followers are banned from eating and are hooked up with?a feeding tube through the nose?that pumps a liquid formula into the stomach. Dieters must carry the pump and liquid wherever they go, most likely in a bag or backpack, and can only unhook themselves for an hour a day to drink water, tea, coffee or sugar-free herb teas.

    Dukan Diet
    But the diet that trumps IV drips, feeding tubes, cold baths and alcoholic regimes is perhaps one of the most popular diets around the world, the Dukan Diet by French physician Pierre Dukan, which bears striking similarities to the Atkins diet for being protein-heavy. According to the BDA, the diet is confusing, time consuming, rigid, and hard to sustain. Side effects are likewise unappealing, with everything from lack of energy, constipation and bad breath.

First Watch report.? Foreclosure pre-sales (borrowers somewhere in the foreclosure process but have not yet lost their homes) declined 6.77 percent from the month before and was down 15.99 percent from a year ago.? LPS does not break out data specific to St. Louis but recent data from RealtyTrac showed that St Louis foreclosure activity increased over 10 percent in October from the month before and was up over 7 percent from a year ago, so St Louis may be lagging behind the national trend in terms of improvement in foreclosure rates.

    Every profession has people who do not perform as they should and for the public to have confidence there must be a mechanism for the appropriate handling of these situations, writes Ginny Hanrahan, CEO Health and Social Care Professionals Council and Registrar for the Social Workers Registration Board at CORU.

    Over many years Irish people have become accustomed to hearing about ?systems failures? which have let down the most vulnerable people in our society, from the ill-treatment of older people in nursing homes, to very sick people sitting on hospital trolleys in corridors for days on end, to the failure of social services to respond to families in distress and place children in care in situations where it proved absolutely necessary.

    A number of health and social care professions including the Social Work profession have been subject to critical media attention. For example, the media coverage of the recent publication of the report of the Independent Child Death Review Group highlighted unacceptable practices by some of the social workers involved.

    And yet, the vast majority of social workers are doing a good job supporting the most vulnerable and distressed people in our society. Their role is crucial and their commitment and dedication to their profession is admirable, working as they do in a climate of constraints/limited resources and organisational change similar to all working in health and social care. Indeed, although it reported a litany of failures, the Independent Child Death Review Group also highlighted many examples of good practice by social workers.

    The Government has committed to a reform of the State?s support for families. During the summer, the Minister for Children and Youth Affairs gave details of the new Child and Family Support Agency which, from January next, will assume responsibility for the protection of children.

    As the Registrar for Social Workers, my view is that regulation of social workers is a central part of this reform.

    Social Workers have unsupervised access to children and vulnerable people and they must have a thorough grounding in the relevant law, social justice and be able to develop and build co-operative relationships with people and their families, often in difficult circumstances where their involvement might not be welcome. As a society we place a great deal of trust in social workers and we must have confidence that they can intervene appropriately and judiciously in difficult situations.

    Similar to the Medical Council and An Bord Altranais, we at CORU have put in place a framework to regulate the 12 professions who come under the Health and Social Care Professionals Act 2005 in order to protect the public.

This is achieved through fostering high standards of professional conduct, professional education, training and competence among those registered.

    This is a positive development for the profession. The publication of a Code of Professional Conduct and Ethics provides a helpful professional framework for Social Workers and will support them in ethical decision-making.

    Inquiries into conduct and/or competence are, of course, the most publically visible face of regulation. Once that part of the Act is commenced by the Minister for Health, Social Workers registered with CORU may be subject to Fitness to Practise, as will the other regulated health and social care professions, as their registers open, ensuring that those who are not competent will be appropriately sanctioned.

    Every profession has people who do not perform as they should and for the public to have confidence there must be a mechanism for the appropriate handling of these situations. We live in a society where trust and confidence in a profession is entirely dependent on accountability through regulation. While many of us will never have cause to interact with a social worker, those who do, the service users of the social workers, are entitled to know that the profession is regulated.

    We know from feedback that the profession is anxious about the introduction of these disciplinary procedures. What?s important for them to know is that the process will be fair and transparent with a ?triage? system to weed-out vexatious or groundless complaints.

    Furthermore, international experience suggests that only a small percentage of social workers will have to answer a complaint made about them and an even smaller percentage will have an adverse finding made against them. This is similar for all of the professions to be regulated by CORU.

    As with all other regulated professions, there is a cost which is borne by the regulated professionals. The fee is ?295 a year for each registered professional. While we accept that this is not an unsubstantial amount for people to pay, it is the minimum fee which will allow CORU to fulfill our legislative responsibilities as a self-funded body, and is based on reports by financial specialists. The fee is tax deductible when required to work and is based on an each individual?s position. It will be equally? applicable to the other 11 professions who will be regulated by CORU.

    We encourage Social Workers to apply for registration as soon as possible, as everyone must have applied for registration by the 31st May 2013. For existing practitioners applying to get onto the register now, the initial fee will cover registration until 31st May 2014

    The Radiographers Registration Board is currently preparing to open its register in the near future. Minister Reilly announced in the D?il on the 2 October that he will be appointing the Speech and Language Therapists?, Occupational Therapists? and Dietitians? Registration Boards shortly with the Physiotherapists? Registration Board to be appointed by the end of the year. The other professions; social care workers, psychologists, podiatrists, medical scientists, clinical biochemists and orthoptists are progressing to regulation over the next couple of years

    Through the fee, we must raise sufficient funds to administer the 12 Registers, approve 56 education and training programmes for the 12 professions and, where necessary, conduct fitness to practise inquiries. This work, which is for the long term benefit of the professions and the general public, has to be undertaken without direct cost to the Exchequer.

    From 31 May 2013 any Social Worker who wishes to practise using the title ?Social Worker? must have applied to be registered with CORU. That is the law. By applying now Social Workers can ensure that their application for registration can be processed and approved, allowing them to continue to work and making sure that there is no impact on the delivery of services.

    Soybeans gain on forecast for dry spell in Brazil

    NEW YORK (AP) ? Soybeans edged higher on concern that dry weather conditions in Brazil will harm this year's crop.

    Soybeans for January delivery gained 6 cents, or 0.4 percent, to $14.2475 a bushel on Monday. The futures contract climbed as high as $14.35 during the day. Soybean prices are recovering, after slipping from their highest level in more than a decade in the summer.

    A dearth of rain is forecast for the next ten days. That may have an impact on the current planting season in southern Brazil, where much of the country's crop is grown.

    "We are turning drier at a critical early phase of the growing season" in Brazil, said Mike Zuzulo, president of Global Commodity Analytics and Consulting.

    In other agricultural trading, corn also rose. The December contract gained 1.75 cents, or 0.2 percent, to $7.4725 a bushel. The gains for corn were driven by concern that too much rain in Argentina would harm the season's crop.

    "Argentina is turning wet again," Zuzolo said. "That is going to delay some planting and cause some problems."

    December wheat gained 1.25 cents, or 0.1 percent, to $8.49 a bushel.

    The price of oil fell below $88 a barrel as a truce between Israel and the militant group Hamas in the Gaza Strip appeared to hold despite a confrontation last week. Benchmark oil fell 54 cents to $87.74 a barrel.

    Metals were little changed.

    December gold edged lower, falling $1.80, or 0.1 percent, to $1,749.60 an ounce. Silver for December delivery rose 2.1 cents, or 0.1 percent, to $34.137 an ounce. Both metals gained strongly on Friday and are trading at or near their highest levels in more than a month.

    Platinum for January delivery fell $6.10, or 0.4 percent, to $1,611 an ounce and December palladium fell $6.40, or 1 percent, to $661.20 an ounce. Copper rose 0.85 cents, or 0.2 percent, to $3.5365 a pound.

    Ali Velshi does a great recap on various elements of the economy including what I call ?happy housing news.? CNN brought in both Chris Mayer of Columbia University and me to poke holes in it and talk ?what if.? Chris and I were nearly identical in views, but I was tagged as the more negative because I hate the use of the word ?recovery? to describe the current state of the market. I prefer ?stabilized? or ?recovering? over ?recovery? since we haven?t dealt with the excess distressed sales and tight credit yet which is what is perversely driving up prices.

    We taped this on Wednesday and it aired yesterday at 1pm and will air again today at 3pm. Ali tackles energy, manufacturing, the economy in addition to this housing segment. My friend Dan Gross of Newsweek/Daily Beast was in the economy segment and we got to catch up in the Green Room.

    The taping was a two-fer for me ? I got to meet Ali, a take-no-prisoners media personality who lays things out with great clarity. Plus I got to meet Chris, one of the sharpest minds in real estate policy. All-in-all, fun!

    Interesting conversation I was having the other day in a social network. As an SEO provider for a small to medium size agency it?s important to get some things right. Ethics, trustworthiness and transparency are very important if you want to stay in business. Take a look at the competition out there. What I?ve done at the end of the day is boil things down to the human element. In order to matter, to make change, and to be heard you have to walk the walk. In order to have your readers, followers, fans, become your clients, they have to know you, trust you, and then maybe they?ll order from you.

    Where else can I get inspiration from something I struggle with daily? How about social?I cannot imagine any other business, big or small, not running into this situation.

    Basically, when does one cross the line when it comes to representing your clients, while using yourself as the brand ambassador? Most of you may or may not know I come from ?old? school marketing or some may call it a different school of thought. Whatever you want to call it things haven?t changed that drastically; we?re still expected to be professional, creative and above all, ethical.

    Favors are done daily in our lives, but when it comes to clients we wonder how much is too much? Some may do favors for client retention. Is that crossing the line, I wonder? Well I can assure you if anyone tells you they haven?t gone overboard for a client in the past they?re lying to you. We?ve all done it.

    Back in the day, when I worked for an ad agency, we may have taken the client out to lunch, golfing, and sometimes on a weekend getaway, albeit I was never the one on that end of the deal. The CEO or VP of marketing enjoyed that perk. But for as long as I can remember, businesses have partaken in the active participation of what we today call ambassadors, fans, or God forbid (add sarcasm) happy clients. You see, when you position your company as an outsource for large agencies, you usually sign NDA?s, therefore it makes it difficult to splash or discuss the latest client, since in reality they aren?t our clients directly; they?re our clients? clients.

    At Level343 we have positioned ourselves to take on in house SEO from mid level to small boutique advertising agencies that need SEO consulting and social media integration. This brings me to that conversation I was having? you thought I was going to go into one of my ramblings or rants. Well maybe later in the post, but for now I wanted to share with you my latest insight.

    Gain the Confidence

    Separating the two ? Personal & Business

    I?ve asked four high visibility CEO of agencies how they handle their brand when it comes to promoting a client?s brand.

    The premise: You specialize in some form of Internet Marketing that includes Social Media. You take on a client and as part of your contract; you will be promoting the client in some way via social media ? the brand, or a product, or a service, etc. The following are questions about a client?s brand promotion from both a practical and ethical standpoint.

    Give them your voice but not your brand

    #1. Do you use your personal social media accounts to promote the client?s brand/product or do you create new accounts specific to this client? If you use your own accounts, do you think there is any ethical breach in promoting a client from your own brand? Are you transparent when promoting by indicating that the promotion is for a client? From a practical standpoint, do you think using your own accounts to promote a client is confusing to your followers?

    If you create new accounts specific to the client, do you use your own name and photo, or do you create a persona? Do you find any ethical dilemmas in either instance? From a practical standpoint, do you find it difficult to start from scratch with no built-in followers to leverage, or is it just a part of the job to begin a new with each client?

    My Thoughts: The beauty here is not so much in working for a new company while wearing their clothes, but in the process, I?m learning so much more. So how can you draw the line? Funny thing is that while I was creating and putting thoughts together for this post I noticed this:

    What I found interesting is that Gini is being very transparent in her promotions while leveraging her efforts for the client.

    Should you use your own social networks? I don?t think so. To some, it may seem unprofessional and, I?m sorry to add, egocentric. Look, I?m not saying don?t use your real person in any of the bios you create, but don?t promote your brand in those bios. Create one for the company; create the role and brand you are working for. For example I?m teaching by doing; using Triberr, Hootsuite, blogging, etc. in which I?m creating and adding value to THEIR brand rather than mine.

    Some of our experts have creative and transparent ways of addressing these issues.

    Gini Dietrich: We do use our personal accounts to promote a client?s content. We always put (client) behind a tweet or update so we?re transparent about the work we?re doing and to stay within the FTC guidelines. It sometimes means less clicks, even when the content is superb, but I?d rather that than get into trouble, ethically or with the FTC.

    Susan Hallam: Digital marketing activities in the UK are governed by a very specific piece of legislation, the Consumer Protection from Unfair Trading Regulations. In particular, the act outlaws any activity that would involve an agency pretending to be a customer, or any form of marketing that in fact is a disguised commercial message.     Liz Strauss: I use my own account, because it has more reach. That being said, I rarely include that particular service in what I offer, preferring instead to teach them how to establish their own strength of presence. When I do promote or talk about something for which a relationship exists, I think it?s important for people to know about the relationship.

    Shelly Kramer: In many instances, yes. We are proud to share our clients? content ? and are very transparent about it. We also don?t think it?s confusing at all. Think of it this way ? if you?re a traditional ad agency and an ice cream brand is your client, you tell people about it all the time. About how great the ice cream is and that they are a client. I think you can (and should) treat client relationships in the online space in the same manner.

    We never create personas. We feel that that?s fundamentally dishonest and potentially sets a client up to be ?discovered? being fake. We start from scratch. Each and every time. There?s no easy button when it comes to community building, it takes work to build relationships ? online and off. If prospective clients aren?t interested in ?the real McCoy,? then we?re not the agency for them.

    What risks are you taking?

    Risk Taking

    #2: Some and/or many social networks have a Terms of Service that prohibits users from creating multiple accounts. Obviously, if you create a new account for each client, you would certainly be going against those networks? TOS, and potentially, with many clients, you could be breaching that TOS dozens of times. The possibility of having all of those accounts banned ? plus any future accounts created by you ? is certainly one thing to consider. Do you worry about this, or just take it in stride as a natural risk that is a part of the job? Do you do anything in particular to circumvent detection? (No need to divulge techniques if you don?t wish to do so, of course).

    Susan Hallam: I do indeed have multiple accounts on services like Facebook, and I personally accept this as a risk I?m willing to take. Initially I had two FB accounts in order to segregate my professional life from my personal life. Advances in FB functionality means this is no longer necessary, but as an agency we still find it easiest to keep a clear and simple delineation. Likewise, as an agency, the administration of multiple social media accounts is more of a logistical issue rather than an ethical one; we are working to represent our clients, and never pretending to be a customer.

    Shelly Kramer: We don?t set up multiple accounts in our name, we either establish accounts in our clients? names or we work with accounts they have already established. As such, those properties, forever and always belong to them. Not only is that not in violation of Twitter?s TOS, it?s an important component of our deliverables. Social media accounts are business assets, and they should be regarded ? and established as such. They don?t belong to an agency or a contractor; they belong to the business. To do anything else is, to our way of thinking, inappropriate.

    #3: If a client does something that you have strong personal feelings against ? for example, the client brand takes a strong, public political or religious stand that offends you personally ? and your job is to continue social media efforts for them, how do you handle that (especially if your social accounts use your own name and photo)?

    Gini Dietrich: First of all, as the business owner, we wouldn?t work with anyone that talks about religion or politics through their business communications. But if someone on my team feels uncomfortable with content a client has produced, it?s not required they distribute that through their personal networks.

    Susan Hallam: I have worked with one client offering financial services that I found morally repugnant. However, what they do is legal and they are complying with statutory requirements. On the one hand, I would say who is it for me to judge my clients? line of business, but on the other hand we are in the fortunate position of being able to choose the clients we work with.

    Liz Strauss: I?ve never had it happen. In most cases, I don?t air my personally political or religious stands online. So depending on the issue and its relationship to me, I might choose to discuss offline with the client my own concerns or state online that I don?t take part in religious or political conversations online. However if it were that rare thing that I might feel strongly about, I would restate how I love the company or its products, but also state how I?m personally disappointed in that single stand.

    Shelly Kramer: We don?t work with those clients. And if we were working with them and something happened that was offensive or otherwise inappropriate, we would resign the business.

    Transparency is important

    #4. How do you handle the ?transparency issue? when commenting on blogs or forums as a part of the client?s campaign? Do you reveal the connection with the client, or do you remain anonymous? If you?d rather not say, you can instead answer the question from a hypothetical point of view, giving your thoughts on the ethics of anonymous vs. transparent commenting.

    Susan Hallam: See my initial comments at the top of this page; our activities are governed by legislation, meaning we would face a hefty fine if we were not completely transparent in our marketing activities.

    Gini Dietrich: We won?t comment on behalf of a client. If there is something we think they should comment on, we provide the link and talking points, but we won?t post the comment for them. Same goes for people commenting on their blog. We?ve had clients ask us to respond to those, using their accounts, and we won?t do it. The risk of getting caught is too high. It would hurt their reputation. We?re in the business of helping their reputation.

    Liz Strauss: It think it?s important that people understand whether the words or offer comes from ?a friend of, an enemy of, or someone who doesn?t know? the client. In the comment box, it?s not hard to identify the client relationship, what?s critical is what you write after that. My clients understand that and want me to offer the hard truth spoken gently so that everyone hears the substance, not the emotion of my response.

    Listen to the substance

    Shelly Kramer: We don?t pose as our clients in forums or on blogs. Ever. To our way of thinking, that?s also fakery and a step or two short of spammy link building tactics. And we don?t do it. Ever.

    LG Mach (Sprint)


    The LG Mach is Sprint's second best keyboarded smartphone. That actually speaks more to the lack of good keyboarded smartphones out there than it does the strengths of this phone. On the positive side, the $99.99 LG Mach gets you solid performance, better battery life, and an excellent QWERTY keyboard for $100 less than the Motorola Photon Q 4G LTE?. On the other hand, the Photon Q bests the Mach in nearly every other category. The Mach is a decent option if you're looking to save 100 bucks, but it's not the best option available.

    Design, Call Quality, and Network
    Aesthetically, the Mach looks a lot like LG went and stuck a keyboard on the back of the LG Viper 4G LTE?. It's made entirely of plastic, with a faux-metal back plate and a faux-silver band around the display. There's a Camera button on the right, a Power button on top, and a Volume rocker on the left. The phone measures 4.64 by 2.56 by 0.48 inches (HWD) and weighs 5.92 ounces, though it feels markedly lighter than the 6-ounce Photon Q. And while the 4.3-inch Photon Q isn't all that large compared with many gigantic new smartphones, the 4-inch Mach feels even more comfortable and natural to hold.

    The Mach's 4-inch IPS LCD features just 800-by-480-pixel resolution, which was standard a year ago, but is starting to look pretty rough around the edges. It gets nice and bright, but text and images look a little jagged. There are three function keys beneath the display that light up when the screen is on. Typing felt fine on the onscreen keyboard, but the phone slides open to reveal a five-row QWERTY keyboard. It isn't quite as nice as the laser-cut beauty on the Photon Q, but the Mach's keyboard is comprised of raised, well-spaced, backlit keys that feel springy when you press them. It's comfortable to hold and use, and the row of number keys at the top is always appreciated.

    Like many Sprint phones, the LG Mach is also eco-friendly. The phone is 56 percent recyclable, has a casing made of recycled plastic, and is Platinum-certified by UL Environment. It's also certified carbon-free.

    The Mach supports Sprint's still-sparse 4G LTE network as well as its much slower 3G network. In this year's?Fastest Mobile Networks?tests we found Sprint's 3G network to be the slowest of the nationwide carriers. We recently got a chance to test Sprint's 4G LTE network in New York City and found it to be a vast improvement. Unfortunately, it's only available in a limited number of cities right now, so chances are you'll be stuck with significantly slower speeds until it comes to your town.

    Sprint LTE is limited in New York City, where we tested the Mach, so all of our tests were conducted over 3G. Reception was fine, and call quality was average. Voices sound a little fuzzy in the phone's earpiece, especially at louder volumes. But calls made with the phone sound sharp and clear with good background noise cancellation. The speakerphone goes loud enough to use outdoors. I had no trouble connecting to a Jawbone Era Bluetooth headset, and standard Android voice dialing worked fine. The 1,700mAh battery was good for 8 hours and 21 minutes of talk time, an improvement over the Photon Q's 6 hours and 59 minutes.

    Android and Apps
    The Mach is powered by a 1.2GHz dual-core Qualcomm Snapdragon S4 Plus MSM8960 processor. It turned in some solid benchmark scores, especially given the lower screen resolution, but it's a little less powerful than the 1.5GHz chip found in the Photon and many other higher-end smartphones. But the phone feels fast and responsive, and you shouldn't have trouble running any of the 600,000+ apps in the Google Play store.

    You get Android 4.0.4 (Ice Cream Sandwich) here, along with LG's Optimus UI 3.0 overlay. There's no word yet on whether the Mach will receive an upgrade to Android 4.1 (Jelly Bean). You get seven customizable home screens that come preloaded with apps, folders, and widgets. Sprint has installed Sprint ID and Sprint Zone, neither of which can be deleted. Thankfully, other bloatware has been kept to a minimum.

    Like many new LG phones, the Mach come with QuickMemo, which is a system-wide note taking service that lets you annotate screenshots with handwritten notes and sketches, which you can then share. You also get FileShare, which allows you to easily transfer documents, music, pictures, and videos between other devices running the app. And LG Backup app allows you to manually back up your device or to schedule backups.

    There's also the usual Android benefits, including a fast Web browser, first-rate email support, and voice-enabled, turn-by-turn GPS directions via Google Maps. NFC support allows you to make mobile payments using Google Wallet.

    Multimedia and Conclusions
    The Mach comes with 5.11GB of free internal storage, along with an empty microSD card slot underneath the battery cover. My 32 and 64GB SanDisk cards worked fine. The phone was able to play all of our audio test files except FLAC, and sound quality was excellent over both wired 3.5mm headphones as well as?Altec Lansing BackBeat?Bluetooth headphones. All of our test videos played back fine at resolutions up to 1080p.

    The 5-megapixel camera is disappointing. It captures photos fast, with virtually zero shutter lag. You also get LG's Cheese Shutter, which allows you to snap a photo by saying the word cheese, which is good for when you want to get yourself into the picture. Unfortunately, photos themselves just aren't up to snuff. Details look soft, colors are only average, and there's an unmistakable tinge of pink on many of the photos I snapped. Video capture is somewhat better, with average-looking but shaky 1080p video captured at a smooth 30 frames per second. There's also an unremarkable 0.3-megapixel front-facing camera for video chat.

    The LG Mach is only an average smartphone, but it's a slightly above average keyboarded smartphone. It gets you a very good keyboard, solid performance, and better battery life than the Photon Q, all for $100 less. But if you're willing to part with that extra cash, the Photon Q gets you the best smartphone keyboard available, along with a faster processor, sharper display, and a better camera. The Kyocera Hydro and the Samsung Transform Ultra are both even cheaper than the LG Mach, but they're running on dated hardware. We haven't reviewed them on Sprint, but based on our experience with these phones on Boost Mobile we wouldn't recommend them to Sprint users, even considering the lower price.

    French citizen kidnapped in southwest Mali

    (AP) ? A French citizen has been kidnapped in southwest Mali, far from the northern zone controlled by al-Qaida-linked militants that African countries are preparing to oust in a possible military intervention, officials said Wednesday.

    The Tuesday evening kidnapping brings to seven the number of French citizens being held in the west African nation that is effectively divided into two, with Islamic militants controlling the vast northern desert region that the West fears could become a new base for jihad training.

    The latest kidnapping made clear that no part of Mali is safe, and that the extremists are expanding their reach.

    The extremist group MUJAO, one of the groups controlling northern Mali, is holding the hostage, according to an Islamist website in neighboring Mauritania. MUJAO has claimed responsibility for kidnappings before. Another group, Al-Qaida in the Islamic Maghreb, has said it is holding four of the six other French hostages.

    French President Francois Hollande suggested that the kidnapping could be a pressure tactic to try to thwart the planned military intervention to take back the North.

    "I confirm that there was a kidnapping of a French citizen in southwest Mali ... not in the part where there is the most danger," Hollande said at a news conference, without elaborating. "To capture a hostage is a means to put pressure, a means that won't work."

    Northern Mali fell to Islamist extremists in April, after coup leaders toppled the government in Bamako, Mali's capital. France has been a driving force behind an initiative for a potential military intervention by Mali's army, bolstered by other African troops, to drive the Islamists from power.

    AQIM has thrived on millions of dollars in ransom money obtained for the release of kidnapped Westerners. Experts say that drug and other trafficking also fills the coffers of Islamist radicals.

    Mauritania's Nouakchott Information Agency said the man kidnapped on Tuesday is Jules Berto Rodriguez Leal, a 61-year-old Portuguese-born Frenchman who left Mauritania on Tuesday around 11 a.m.

    There was some confusion over the exact location of the kidnapping. French Foreign Minister Laurent Fabius said it took place in Nioro, a town just across the border from Mauritania, but a Malian police official said armed men kidnapped the Frenchman in the town of Diema, about 100 kilometers (60 miles) to the south, on the way to Bamako.

    The police official said the victim was captured during a stop at a cafe on the road between Mali and Mauritania and on to Senegal. The official spoke on condition of anonymity because he was not authorized to talk to the media.

    "This was the safest road in Mali, but unfortunately today no place in Mali is safe," the official said.

    Fabius reiterated a warning to French people not to travel to the region and said their country is doing its utmost, along with Bamako, to free the latest hostage.

    Four of the French hostages were kidnapped in Niger in September 2010 while working with Areva and Vinci on uranium projects. Three were released.

    The two other French were kidnapped in November 2011 in Mali.

    Other Europeans and North Africans have also been kidnapped in the region. Several have been executed, including 78-year-old French aid worker Michel Germaneau, killed in 2010.
